Groundbreaking ceremony at the site of the Capitola Branch Library, October 28, 1998. The Library, the green building in the background, was already under construction. L. to r. Margaret Fabrizio (Capitola City Councilmember), Stephanie Harlan (Capitola City Councilmember), Susan Elgin (Assistant Library Director). The library was funded jointly by the city of Capitola and the city-county library system.
