"Shall a contract be approved authorizing the City of Capitola to share in the sales tax proceeds which would result from the levy of a one-quarter of one percent (1/4 of 1%) County transactions and use tax to replace the existing one-half of one percent (1/2 of 1%) County transactions and use tax when it expires on March 31, 1997, if the measure on the November 8, 1994, ballot to authorize the replacement County transactions and use (sales) tax is approved by the voters of the County of Santa Cruz for the purpose of providng funds to support local public facilites and services for the general good of Santa Cruz County and its citizens?"
